The Province of Qom is included in the 31 provinces of Iran. It is located in the north of the country and its capital is the city of Qom. It has an area of 11237 km², covering 0.89% of the total area of Iran. It was formed by detaching part of Tehran province in 1995. In 1996, the province had a population of 853,000 people of which 91.2% resided in urban areas and 8.8% in rural areas. The province has one city, 4 departments and 256 villages. However, before becoming the holy ṣafawide city, Qom was mostly renowned for its theological schools and for the turbulent nature of its inhabitants (refusal to pay taxes, conflict with Isfahan, etc.). Strained by Mongol and Timurid turmoil, it owes its prosperity and most of its still-visible monuments to the Ṣafawids and the Qādjārs. The residence of Ayatollah Khomeini, Qom played a leading role in the overthrow of the Shah of Iran and it remains a city of pilgrimage and an important religious centre (Islamic university) Qom province has two large salt lakes: Lake Howz e Soltan, which can be seen from the highway connecting Qom to Tehran, and Lake Namak ("salt" in Persian), which is even larger and located further east. Today, Qom is considered one of the Shiite centres both in Iran and in the world. Its theological centre and the mausoleum of Fatima Masoumeh shrine are major attractions in the capital of Qom province. Another pilgrimage site is outside the city of Qom and is called Jamkaran. Qom's proximity to Tehran also gives it an advantage. Qom has been considered a possible candidate to move Iran's political capital, while Tehran faces a growing likelihood of being hit by a major earthquake, in addition to its traffic and pollution problems. Conservative factions favour the idea, while Tehran's economic and business base opposes such a move.
